    BBC Spotlight reported that puppies seized by police were not exercised for six months while at Foredowne Boarding Kennels in South Devon. It's the same kennels, where it emerged last week that pit bull Stella was kept unexercised for two years on the instructions of Devon and Cornwall Police. Officers said the puppies' parents were among four dogs that had a strict order not to be exercised, but that order didn't include the puppies. What is wrong with you? You cannot keep dogs in kennels without exercise they get bored and develop behavioural problems. Devon & Cornwall Police said regarding exercise "the decision is made by the kennel as part of their duty of care" It seems to me you appear not to!
